  1.                 THE ARRL INCOMING QSL BUREAU SYSTEM

  3. Purpose
  4.         Within the U.S.  and Canada,  the ARRL DX QSL Bureau System is 
  5. made  up  of  numerous  call area bureaus  that  act  as  central 
  6. clearing houses for QSLs arriving from foreign countries.   These 
  7. "incoming"  bureaus are staffed by volunteers.   The  service  is 
  8. free and ARRL membership is not required.
  9. How it Works
  10.     Most  countries  have "outgoing" QSL bureaus that operate  in 
  11. much  the  same manner as the ARRL  Outgoing  QSL  Service.   The 
  12. member  sends  his  cards to his outgoing bureau where  they  are 
  13. packaged and shipped to the appropriate countries.
  14.      A  majority  of  the  DX QSLs are  shipped  directly  to  the 
  15. individual  incoming bureaus where volunteers sort  the  incoming 
  16. QSLs by the first letter of the call sign suffix.  One individual 
  17. may  be assigned the responsibility of handling from one or  more 
  18. letters  of the alphabet.   Operating costs are funded from  ARRL 
  19. membership dues.
  20. Claiming your QSLs
  21.  
  22.     Send  a  5  x 7-1/2 or 6 x 9  inch  self-addressed,  stamped  
  23. envelope (SASE) to the bureau serving your callsign district.   
  24. Neatly print your call-sign in the upper left corner of the envelope.  
  25. A suggested  way to send envelopes is to affix a first class  stamp 
  26. and  clip extra postage to the envelope.   Then,  if you  receive 
  27. more than 1 oz. of cards, they can be sent in the single package.

  29.     Some  incoming bureaus sell envelopes or postage  credits  in 
  30. addition  to  the normal SASE  handling.   They  provide  the 
  31. proper envelope and postage upon the prepayment of a certain fee.
  32. The  exact  arrangements can be obtained by sending your  inquiry 
  33. with a SASE  to your area bureau.   A list of bureaus appears 
  34. below.

  36. Helpful Hints
  37.  
  38.         Good cooperation between the DXer and the bureau is important 
  39. to ensure a smooth flow of cards.   Remember that the people  who 
  40. work in the area bureaus are volunteers.   They are providing you 
  41. with a valuable service.   With that thought in mind,  please pay 
  42. close attention to the following DOs and DON'Ts.
  43.  
  44.         DOs
  45. *   DO keep self-addressed 5 x 7-1/2 or 6 x 9 inch envelopes on 
  46.     file at your bureau, with your call in the upper left corner, 
  47.     and affix at least one unit of first-class postage.      
  48. *   DO send the bureau enough postage to cover SASEs on file         
  49.     and enough to take care of possible postage rate increases. 
  50. *   DO respond  quickly  to any bureau request  for  SASEs,
  51.     stamps  or  money.   Unclaimed  card  backlogs  are  the 
  52.     bureau's biggest problem.
  53. *   DO notify  the  bureau of your new  call  as  you  upgrade.  
  54.     Please  send  SASEs with new call,  in  addition  to 
  55.     SASEs with old call.
  56. *   DO include a SASE with any information request to the bureau.
  57. *   DO notify the bureau in writing if you don't want your                       
  58.     cards.
  59.            DON'Ts
  60. *  DON'T send domestic US to US cards to your call-area bureau. 
  61. *  DON'T expect DX cards to arrive for several months after the 
  62.    QSO.   Overseas  delivery  is very  slow.   Many  cards 
  63.    coming from overseas bureaus are over a year old.
  64. *  DON'T send your outgoing DX cards to your call-area bureau.
  65. *  DON'T send  SASEs to your  "portable"  bureau.    For 
  66.    example,  AA2Z/1 sends SASEs to the W2 bureau, not 
  67.    the W1 bureau.   
  68. *  DON'T send SASEs to the ARRL Outgoing QSL Service.
